Changes at v2: §7.6 names the custodian company: Governance Evidence Taxonomy Limited, a company limited by guarantee in formation whose articles give this Charter constitutional effect, with custody vesting on completion of the group formation sequence and Foundation handover proceeding as a change of control rather than an asset-by-asset transfer. §7.7 records the group implementation licence to Arkaya Risk (Holdings) Limited: perpetual, irrevocable, non-exclusive, unprivileged. The §8 counterparty test instrument, announced at v1.1 and omitted from the issued document, is supplied. Layer references adopt the four-layer economic model numbering (engines Layer 0; allocators Layer 2). All other sections preserved verbatim.

A fixed Git commit separately anchors the historical entry and source bytes. Repository checks detect alterations or deletion of retained files. These controls make replacement detectable; they do not claim storage that no administrator can alter. A declared control is not observed control performance. The first observation establishes a baseline; later retrievals can demonstrate consistency only across their observation interval.
